This was the behavior of FoxyProxy before 7.x. Its absence when no white patterns are defined makes sense (no proxy will ever be used), but has been a source of tremendous confusion. Discussed at #49 but also many other places. When adding a new proxy, Add whitelist pattern to match all URLs is now on by default. Discussed at #49.

You’ll need Firefox and an add-on for the same called FoxyProxy. Select a proxy from the list. Now click on the FoxyProxy button just above the bookmarks toolbar in Firefox. In the FxyProxy Dialog, click on the add new proxy button on the right side. In the Host or IP adress box, insert the IP address of the proxy you selected.

Once that is set up and installed, you will see a new link for FoxyProxy in the bottom-right part of Firefox’s status bar. Right-click that link and choose “Options”. Click “Add new proxy”.
